INFF Facility: Country-led dialogue on the sidelines of the 2026 FFD Forum

Background

Amid a complex global landscape marked by slower growth, rising debt burdens, climate pressures and persistent inequalities, countries face increasing challenges in mobilising and aligning finance to achieve the Sustainable Development Goals. An estimated USD 4 trillion annual financing gap continues to constrain progress, compounded by high borrowing costs, fragmented financial systems and misaligned incentives.

The Fourth International Conference on Financing for Development resulted in the adoption of the Sevilla Commitment, which reaffirmed the centrality of country leadership and multilateral cooperation in addressing these challenges. The Commitment set out practical steps to close financing gaps, tackle debt vulnerabilities and reform the international financial architecture, supported by 130 implementation initiatives under the Sevilla Platform for Action.

Integrated National Financing Frameworks (INFFs) are recognised within the Sevilla Commitment as a key tool to translate national development priorities into actionable financing strategies. They support sustainable fiscal frameworks, catalyse private investment and align international support with country priorities.

In this context, the INFF Facility was relaunched as a Sevilla Impact Initiative under the Sevilla Platform for Action. Through its initiative on country-driven approaches to financing sustainable development and climate action, it brings together governments and partners to support up to 100 countries in implementing INFFs or related country platform approaches by 2030.

About the event

This country-led dialogue, held on the sidelines of the 2026 FFD Forum, marks the first annual convening of countries and partners engaged in advancing INFFs at the FFD Forum.

The event will provide a platform for countries to exchange experiences, share lessons learned and articulate priorities for the future. It will also create space for open dialogue and accountability between the INFF Facility, Member States and stakeholders, including civil society and the private sector.

Participants will receive updates on key initiatives under the Sevilla Platform for Action, including country-driven approaches to financing sustainable development and climate action. The event will also formally launch the INFF Facility Programme Framework Document 2026–2030, setting out the Facility’s strategic direction for the coming years.

Through interactive panel discussions, roundtables and stakeholder exchanges, the dialogue will strengthen partnerships and mobilise support for country-led financing solutions across INFFs and related initiatives.
