Bosnia and Herzegovina’s Sustainable Financing Framework for SDGs

Bosnia and Herzegovina's SDG Financing Framework (SDG-FF) provides institutions at all levels of government with an agreed set of key policies and financing instruments to significantly accelerate progress in achieving Agenda 2030 and sustainable socio-economic development. The Framework addresses a critical financing gap of BAM 6.2 billion needed between 2023-2030, requiring an additional BAM 0.8 billion per year to achieve SDG targets.

This framework highlights three important sectors: digitalization, infrastructure and energy, and research and development. These sectors are significant for accelerating aggregate income growth to a minimum of 3.5% annually through building innovation capacity, eliminating infrastructure gaps, and advancing decarbonization and digitalization of the economy.

The SDG Financing Framework establishes key financing instruments including Strategic Investment Funds with possibility to mobilize one billion BAM in 2024-2030, syndicated loans for infrastructure, SDG bonds for research and development, and innovative mechanisms such as greenhouse gas emissions trading systems projected to mobilize BAM 1.76 billion from 2025-2030. Implementation follows a two-phase approach with pilot programs in 2024-2026 and full deployment in 2027-2030, emphasizing public-private partnerships while incorporating EU policies and ensuring multi-level governance coordination through the Council for Monitoring SDG Implementation in alignment with European integration processes.
