About the event

The Financing Dialogue will bring together key stakeholders, including government institutions, civil society, the private sector, and development partners, for a series of consultative workshops on Kenya’s Integrated National Financing Framework (INFF). The discussions will support the finalisation and operationalisation of the INFF Strategy while generating structured inputs for advancing Fiscal Policy Coherence as a key component of INFF implementation.

The event will identify priority entry points for enhancing policy coherence, confirm governance arrangements, and strengthen alignment around Kenya’s national financing priorities. It will also explore the investability, inclusivity, and accountability dimensions of the INFF, with a focus on mobilising private capital, expanding sustainable finance instruments, strengthening citizen trust, and unlocking financing opportunities at the county level.

Key areas of discussion

Discussions will focus on:

  • Coherence across public finance, private finance and enabling-environment reforms
  • Private capital mobilisation and sustainable finance instruments
  • Inclusive finance, including finance for MSMEs, women and young people
  • County-level investment pipelines and climate financing
  • INFF governance, transparency, participation and accountability
  • Citizen feedback, trust and engagement in fiscal policy  

Expected outcomes

The dialogue will help identify priority reforms, responsible institutions and the sequencing of follow-up actions. It will also generate stakeholder input on INFF governance, sustainable and inclusive finance, accountability and participation, partner alignment and county-level investment opportunities. These contributions will inform the Fiscal Policy Coherence scoping mission and the next steps towards finalizing Kenya’s INFF Strategy.
