This strategy outlines Armenia’s long-term vision for employment growth, human capital development and labour market reform. It identifies priority groups - including "Not in Education, Employment or Training" (NEET) youth, women, and residents of regional towns - and proposes both supply- and demand-side measures to foster high-productivity, non-agricultural jobs. Financing recommendations embedded throughout the strategy include fiscal incentives (such as tax refunds and subsidies), support for vocational education and targeted labour market measures to boost participation among underemployed populations.

The Employment Strategy provides the policy and programmatic framework for Armenia’s labour market transformation, while the Report on Recommendations of the Relevant, Feasible and Innovative Financial Instruments for the Selected Actions and Objectives Implementation from the Employment Strategy of Armenia serves as its complementary financing blueprint. This report operationalizes the financing dimension of the Employment Strategy. It identifies feasible and innovative financial instruments, maps potential donors and private sector partners and provides costed measures for specific strategic actions. Through consultations with 13 donor organizations and private actors, it recommends tailored mechanisms such as grants, blended finance, and performance-based funding to mobilize both public and ODA resources for employment initiatives.
