INFF Facility Programme Framework Document 2026-2030

The INFF Facility Programme Framework Document 2026–2030 sets out the vision, strategy and implementation approach for the next phase of the INFF Facility, the only dedicated global mechanism supporting countries to design, implement and scale Integrated National Financing Frameworks (INFFs).

In a context of widening financing gaps, rising debt pressures and accelerating climate and development challenges, the document outlines how the INFF Facility will respond to demand from countries to strengthen coherent, country-led financing systems that mobilize and align public and private resources with national priorities. Building on lessons from its first phase, the framework presents an enhanced Theory of Change, a strengthened results framework and an expanded delivery model grounded in country ownership and demand-driven support.

Over 2026–2030, the Facility will scale its operations to enable countries to implement financing strategies, INFFs and country platforms linked to national development plans, climate commitments and biodiversity strategies. It brokers technical assistance, facilitates knowledge exchange and strengthens partnerships across governments, development partners, the private sector and civil society. It contributes to implementation of the Sevilla Commitment, where INFFs where the most frequently referenced initiative, and key Sevilla Platform for Action initiative targets including supporting 100 countries to implement INFFs and country platforms by 2030.

The document provides a comprehensive overview of the Facility’s strategic context, objectives, governance and operational model, and highlights how integrated financing approaches can help countries move from fragmented interventions to systemic, investable and impact-oriented financing pathways that deliver for people and the planet.

The INFF Facility is a joint initiative of the United Nations Development Programme (UNDP), the United Nations Department of Economic and Social Affairs (UN DESA), the Organisation for Economic Co-operation and Development (OECD), the United Nations Children's Fund (UNICEF), the European Union and the Governments of Canada, Italy, Spain and Sweden. It was launched in 2022.
