Rwanda Financing for Transformation: An INFF Assessment and Diagnostic Report

This report sets an analytical baseline for improving the mobilisation and alignment of Rwanda’s development finance. It also serves as the first building block of the INFF process.

The report provides an in-depth analysis of Rwanda’s national development finance context, including the National Strategy for Transformation (NST-1), its financing requirements and a comprehensive map of public, private, domestic and international financing options.

The report also offers initial recommendations on a package of reforms, including strategies, policies, a novel monitoring platform and governance framework, to harness a more integrated and effective approach to SDG financing. It serves as the background to a financing strategy that will, among others, inform transformational development finance policy.
