Integrated Assembly Financing Frameworks (IAFFs) of Ghana

Ghana's fiscal decentralization efforts, along with the changing development finance landscape, have led to the adoption of a bottom-up approach in implementing the INFF approach. Ghana has developed the Integrated Assembly Financing Frameworks (IAFFs), marking a significant step toward advancing local development finance. The IAFFs were piloted in five selected Assemblies; Kumasi Municipal Assembly, Kassena Nankana West Municipal Assembly, Ketu South Municipal Assembly, Sagnarigu Municipal Assembly and Sefwi Wiawso Municipal Assembly.

These Assembly-led financing frameworks are designed to align existing financing sources with local planning processes, while also identifying new and innovative financing solutions. By promoting comprehensive district-level financing strategies, the IAFFs seek to mobilize resources more effectively to support transformative initiatives, such as the One-District-One-Factory, One-Village-One-Dam, and Planting for Food and Jobs programmes. The IAFFs are integral to the Government’s broader efforts to drive sustainable development at the local level.
