Madagascar's Integrated National Financing Strategy for Sustainable Development (SNFI-DD) was developed under the leadership of the Ministry of Economy and Finance, coordinated by the Directorate of Studies and Programming (DEP), with technical support from the United Nations Development Programme (UNDP). The strategy was informed by a structured, multi-sectoral consultation process that brought together key national institutions, sectoral ministries, representatives from the private sector and civil society, and development partners.

The formulation of the strategy also benefited from contributions by United Nations agencies and international partners. UNICEF provided expertise on climate resilience and social investment, while UNCDF contributed insights on innovative financing mechanisms. Multilateral financial institutions and technical experts further supported the analytical work and strategic prioritization that underpin the strategy.

As part of Madagascar’s broader reform agenda, the SNFI-DD aims to strengthen the capacity of public and private actors to mobilize, align and utilize financial resources more effectively. By improving coordination across financing sources and stakeholders, the strategy seeks to accelerate progress toward sustainable and inclusive development in Madagascar.
